史观与史实:宋代以降藩镇观的嬗变

摘要: 藩镇作为地方治理的形态,不同时代对它的认识殊异。宋初吸收唐末五代经验,士人多认为藩镇不利于国家治理。随着外患频仍,特别是辽人南牧,封建酋豪和设置藩镇逐渐成为主流观念。两宋之际,建镇又被反复言及。元、明承平之时,防范藩镇的观念为主潮。明、清之交,藩镇可御外敌的呼声四起。民国年间,面对军阀混战,藩镇跋扈之观念成为不刊之论。改革开放以后,人们开始重审藩镇,藩镇观呈现了多元化的态势。总体上而言,在外敌侵凌、乱民四起之时,建镇的观念就开始浮现。但是,在什么区域建镇、藩镇是否世袭、藩帅的人选、藩帅权限范围等诸多问题,各个时代观念皆有差异;当地方权力影响中央集权之时,藩镇跋扈的思想就成为主流;而在大一统、中央集权之际,士人对藩镇的认识往往更为客观。宋以降的藩镇观,在嬗变的同时,又有诸多恒定的面相:在内容上,历代皆是围绕中央与地方关系展开,同时又以国家兴亡为主线,延伸出宦官、党争等诸多内涵;在目标上,任何藩镇观念皆以“大一统””中央集权”为最终目标。
Historical Views and Historical Facts: The Evolution of Perceptions of Fanzhen since the Song Dynasty
Abstract: As a formof local governance, Fanzhen("藩镇") has been viewed very differently across different eras. In the early Song, drawing on the experience of the late Tang and Five Dynasties, scholar-officials generally regarded Fanzhen as detrimental to state governance. As foreign invasions grew frequent, especially the southward incursions by the Liao, the ideas of enfeoffing local powerful clans and establishing Fanzhen gradually became mainstream. During the transition between the Northern and Southern Song, the establishment of Fanzhen was once again repeatedly discussed. In the peaceful periods of the Yuan and Ming Dynasties, the dominant view was to guard against Fanzhen. Around the Ming- Qing transition, there were widespread calls for Fanzhen as a means to defend against foreign enemies. During the Republican era, amid warlord chaos, the view that the Fanzhen were domineering and unruly became an unshakable consensus. After the reform and opening-up, people began to re-examine Fanzhen, and understandings of Fanzhen became increasingly diversified. Generally speaking, whenever the country suffered foreign aggression and popular uprisings, the idea of establishing Fanzhen would emerge. However, views differed from period to period on many issues, including where Fanzhen should be established, whether their offices should be hereditary, who should be appointed as military governors, and what scope of authority such governors should possess. Whenever local power threatened central authority, the view of overbearing Fanzhen became dominant. In times of unified empire and strong centralization, by contrast, scholar-officials tended to hold more objective views of Fanzhen. While perceptions of Fanzhen since the Song Dynasty have undergone continuous evolution, they have also maintained consistent features:in terms of content, discussions in successive dynasties all centered on the relationship between the central government and local authorities, with the rise and fall of the state as the main thread, extending to related issues such as eunuch power and factional strife, and in terms of purpose, all conceptions of Fanzhen ultimately aimed at safeguarding "great unification" and centralization of power
