The Social Construction of “Social Welfare Consensus” in China and the Goal of Modern Socialist Welfare State

The year 2021 is first year of the new era of modern social welfare system construction in China. The meaning of social welfare is a happy and good social life conditions. Main components of modern social welfare are six sub-system of social assistance, social insurance, social welfare services, house and family welfare services, elementary education and health care services system. It’s universal social system arrangement in the world. Based on the political construction of “social welfare consensus”, the all industrial society has created social welfare state and welfare society system. The main obstacle of build China’s modern social welfare state and welfare society are tradition values, theoretical perspectives and system. The subjective and objective goal of China’s “social welfare consensus” construction and the goal of a modern socialist welfare state have been done. The best institutional path of realized the good life needs meet is from “market socialism” transition to “welfare socialism”. The happy, good and quality life is the essential attribute of the socialist system, and best to representation the social welfare institutionalization of system superior.
