Predicaments of Divided Urban Governance and Their Overcoming
Abstract: The rapid pace of urbanization in China has placed considerable demands on the sphere of urban governance.The urban expansion is given the stimuli by the approach of divided urban governance which enhances the utility of public goods supply.While divided governance has indeed yielded positive outcomes in bolstering the quality of urban governance,it has also contributed to disparities between different societal groups within the urban fabric,particularly evident in the governance models of Western nations.Consequently,this phenomenon has posed challenges to ensuring equitable governance within these social clusters.Moreover,the successful localized governance models such as CPR face obstacles when attempting to be applied to broader urban governance frameworks due to technological limitations.In the context of China,divided governance has been widely adopted in urban governance strategies,playing a significant role.However,China’s unique national system and governance framework have the capacity to mitigate the negative effects associated with divided governance.Additionally,the ongoing innovation in digital technology holds promises in providing avenues to transcend the difficulties presented by urban divided governance.
