农村集体经营性建设用地入市对城乡居民收入差距的影响

摘要: 基于2010—2019年全国县级层面数据,采用倾向得分匹配—双重差分法,可对始于2015年的“三块地”改革试点之一的集体经营性建设用地入市对城乡居民收入差距的影响进行分析。研究结果表明,集体经营性建设用地入市显著缩小了相关城乡居民收入差距。平均来看,试点地区城乡居民收入差距缩小的比例约为3.95%。通过构造虚拟实验组的安慰剂检验,以及更换政策时期等稳健性检验结果均显示,回归结果与基准回归没有较大差异,表明集体经营性建设用地入市缩小城乡居民收入差距的效应相对稳健。进一步对东、中、西部不同地区和不同大小规模地区的异质性分析发现,在东部和大规模试点县(市、区),集体经营性建设用地入市对城乡居民收入差距的影响不明显,而在中、西部和中规模、小规模试点县(市、区),集体经营性建设用地入市明显缩小了城乡居民收入差距。研究结果对加快构建城乡统一建设用地市场、缩小城乡差距、促进城乡融合发展提供了重要的政策启示。
The Impact of Rural Collective Operating Construction Land Entering the Market on the Income Gap between Urban and Rural Areas
Abstract: Using the method of propensity score matching-difference in difference,this paper analyzes the impact of the rural collective operating construction land entering the market on the urban-rural income gap by using the data at the national county level from 2010 to 2019.The results show that the rural collective operating construction land entering the market has significantly reduced the income gap between urban and rural residents.On average,the income gap between urban and rural residents narrowed by 3.95%.The results of placebo test and robustness test show that there is no significant difference between the regression results and the benchmark regression,indicating that the effect of rural collective operating construction land entering the market narrowing the urban-rural income gap is relatively stable.Further classification and regression results of different regions in the east,middle and west and regions of different sizes show that in the east and large-scale pilot counties (cities and districts),the rural collective operating construction land entering the market has no obvious impact on the urban-rural income gap,while in the middle,west and small-scale pilot counties (cities and districts),the rural collective operating construction land entering the market has significantly reduced the urban-rural income gap.The findings of this article provide important policy implications for building a unified urban-rural construction land market,narrowing the urban-rural gap,and promoting urban-rural integration and development.
