Technological Governance: A New Theoretical Paradigm for Public Management
Abstract: Technological governance are formed by the integration of emerging technologies and governance technologies which deeply embedded in public management practices.Unlike traditional “technocraticism”,technological governance (technocratic governance) is a new paradigm of public management that through the application of governance technologies and scientific technologies.The transition from “rule by authoritarian” to “rule of law” and to “rule of technocratic” reflects the shift from “divine right” to “contractual right” and to “knowledge-based right” for the paradigm legitimacy of sources of public power with profound political philosophical implications,and also represents the development process from being separate and dispersed to mutual pursuit and deep integration of governance technologies and scientific technologies.Technological governance has a profound historical development trajectory and a broad practical basis.From the perspective of technocratic governance which is a theoretically explanatory paradigm,rule of authoritarian is the initial stage of the development of governance technologies,rule of law is the advanced form of governance technologies,and both are expressions of technocratic governance.Building the theory of technological governance is a theoretical attempt to construct autonomous concepts in Chinese public management and political science.
