Job Enrichment and Self-empowerment of Grassroots People’s Congresses—— Study on Organizational Behavior of Grassroots Legislative Contact Points
Abstract: The establishment of grass-roots legislative contact points is an important institutional innovation for listening to public opinion in legislation,and previous studies have paid attention to the empowerment of grass-roots legislative contact points to the public,but neglected their empowerment to grass-roots people’s congresses.Based on an empirical study of the National People’s Congress of District A of City S and 32 grassroots legislative contact points,this paper finds that the grassroots National People’s Congress,as the main body of the section that “operates” the grassroots legislative contact points,realizes its self-empowerment through the strategy of work enrichment without breaking the boundaries of the established powers and functions,and avoids the possible obstacles caused by “horizontal expansion of powers”.This not only avoids the resistance that may be brought about by “horizontal expansion of power”,but also realizes its own positive and active behavior.The work enrichment strategy mainly includes a hybrid mobilization mechanism,a capacity enhancement mechanism,a mechanism for the sinking of elements,an incentive and guarantee mechanism,and a mechanism for the screening of opinions.
