Constructing China’s Independent Public Policy Evaluation Knowledge System:Necessity,Frameworks and Approaches

  • Western public policy evaluation theory has played an active role in promoting the development of Chinese public policy evaluation theory and promoting the construction of a public policy evaluation system with Chinese characteristics.The inapplicability with China context is becoming more and more prominent.The construction of China’s independent public policy knowledge system should follow the general laws of knowledge innovation and knowledge system evolution,and develop a more inclusive knowledge system that is internally derived from Chinese propositions.This paper discussed the influence of differences in political system,cultural traditions,and values on the applicability of public policy evaluation theory and the necessity of building an independent knowledge system.After reviewing the existing theoretical background,the framework of the knowledge system was proposed from perspectives of academical,disciplinary and interdisciplinary.At last,we argued the five approaches to building China’s independent public policy evaluation knowledge system.
