Beyond Technology Empowerment: How Can Governance Model Be Reshaped in Digital Reform

Technology empowerment,organizational change and system transformation are the three main perspectives of current digital governance research.Empowerment theory focuses on the empowerment of digital technology to governance subjects,organizational change theory emphasizes the bureaucratic organizational change driven by the application of digital technology,and system theory focuses on the transformation of governance system in the development of e-government.The three perspectives have their own rationality,but their separation limits the systematization and explanatory power of digital governance theory.Integrating three perspectives with a process framework,the development of digital governance can be interpreted as a process of governance model reshaping from technology empowerment to organizational change and then to system restructuring.Technology empowerment is the starting point of governance model remodeling,organizational change is the triggering condition of the remodeling,and system reconstruction is the explicit result of the remodeling.The evolution of the three stages in time sequence and the output of governance after system reconstruction constitute the reshaping of governance model.
