Strategic Orientation and Five Key Points of “Relocation” Poverty Alleviation Strategy in the New Stage

After winning the fight against poverty, China has entered a new stage of solving relative poverty and achieving sustainable poverty reduction. This paper holds that the strategy of poverty alleviation in China should realize the further transformation in the new stage, it is necessary to rethink the position of “relocation” mode in poverty alleviation, and change the strategic orientation from the path of local poverty alleviation to developing both local and ex situ routes. This paper reveals the internal logic of poverty alleviation through “relocation” mode, and points out that “relocation” can solve poverty problems from a high starting point, allocate public resources efficiently, and transform industrial pattern with high intensity. The paper puts forward five key points for poverty alleviation of “relocation” mode in the new stage, that is, attaching great importance to planning priority, protecting of farmers’ rights and interests, economic and social inclusion, improvement of public service efficiency, and promote according to local conditions.
