新质生产力的质态、测度与支撑体系

摘要: 发展新质生产力是推动高质量发展的内在要求和重要着力点。新质生产力是符合新发展理念的先进生产力质态,以创新尤其是颠覆性技术和前沿技术创新起主导作用,具有高科技、高效能、高质量特征,表现为前沿技术创新催生的新产业、新模式、新动能。通过选取集成电路行业、电子与通信设备类行业、计算机及办公设备类行业、医药和医疗仪器类行业,在非参数DEA模型的基础上进行方法创新,同时采用产出导向的SBM模型和投入导向的EBM模型,对中国代表性地区和战略性新兴产业的新质生产力水平进行测度,揭示了其变动特征及趋势。以双向固定效应模型为基准,实证检验了新质生产力变动的决定因素为:产业数字化转型、产业链优化升级、战略性新兴产业研发投入强度。加快发展新质生产力的支撑体系在于推动产业链优化升级、积极培育新兴产业和未来产业,以及深入推进数字经济创新发展。
The Nature,Measurement and Support System of New Quality Productive Forces
Abstract: New quality productive forces are advanced productive forces in line with the new development philosophy.It is characterized by high technology,high efficiency and high quality,led by cutting-edge technologies and manifested in new industries,new forms and new economic drivers.In this paper,integrated circuit industry,industrial communication device industry,computer manufacturing industry and medical industry are selected to measure the level of new quality productive forces.It reveals the characteristics and trends by adopting the output-oriented SBM model and the input-oriented EBM model.The determinants of changes in new quality productive forces are empirically examined from the perspectives of digital transformation,industrial chain upgrading,and R & D investment intensity.Therefore,to accelerate the development of new quality productive forces,it is necessary to optimize industrial upgrading,cultivate emerging industries and promote digital transformation.
