Abstract: The complexity of public affairs,the specialized division of bureaucratic government and the integration of people's needs pose new challenges to the reform of government system.The interface government theory provides an idea of government reform.Through the reconstruction of the interface and the connection with the bureaucratic government,we can meet the needs of the people to the greatest extent,and also maintain the professionalism of the government organization and improve the efficiency of the government.Based on the indepth analysis of the interface construction and governance process in the reform of the government operation security management system,this paper constructs a theoretical framework for the interface governance to improve the government efficiency.The research shows that the interface organization connects with the hierarchical organization through the processbased power allocation mechanism,adjusts the power and responsibility relationship within the system,and makes the power and responsibility clear so that all departments can effectively cooperate and improve the overall efficiency.The digital development and its application of virtual interface also “invisible” some functions of the physical interface by online part of the “power” in the system,effectively curbing the administrative expansion of the interface organization itself,and enabling it to continue to play its governance effectiveness..
