Abstract: Public governance is a process in which multiple subjects interact, constructing a social space that includes people and things and their relationships. It is a conceptual tool to analyze public governance and its operation from a spatial perspective, including area, span, hierarchy and density, etc. Different dimensions correspond to specific forms of public governance and include related issues. Public governance change reconstructs the governance structure and its processes by constructing interfaces, specifically by delineating the area of the interface, adjusting the span of governance, selecting the levels of governance, and increasing or decreasing the density of governance. Specific governance changes have different forms and contents, but they all involve changes in these four aspects of the governance interface to varying degrees, ultimately resulting in different governance effectiveness, which may either improve the agility of governance or lead to the blurring of authority and responsibility, etc. The scalability of the governance interface is an important way to see public governance and its operation, which is not simply a matter of technology application, but contains complex power and interest considerations, especially related to the feasibility of interaction, the effectiveness of control, and the availability of information and the efficiency of its application.
