The Shaping and Impact of Next Generation Artificial General Intelligence on National Governance Paradigms

The emergence of ChatGPT represents the opening of the era of large model,multimodal artificial general intelligence.The new generation of artificial general intelligence technology is the technological base that drives the future social development from digitalization to intelligence.Artificial general intelligence will also have a long-term and profound impact on shaping the paradigm of national governance.Specifically,the shaping of national governance paradigm by AGI will go through three stages:technology externalization,technology accompaniment and technology symbiosis.Artificial general intelligence will play a significant role in the realm of reality and produce a multi-dimensional resonance impact,and the national governance paradigm will need to be changed accordingly to cope with the changes.When facing and using artificial general intelligence for governance,the state needs to face and solve three major real-world risk issues,including the ambivalence between AGI-assisted decision-making and human decision-making,the difference between AGI decision-making and the real-world reality,and the unpredictable impact of artificial general intelligence on the role of the real world.
