New Development Ideas of Urban Economy in the Era of Innovation—— The Theoretically Explain and Empirically Test of “Urban Amenity Attracting Talents”
Abstract: Talent is the key to innovation-driven development,and the new urban development model of “urban amenity attracting talents and talents prospering urban industries” in the innovation era is reshaping the underlying logic of urban development,and how to establish a long-term mechanism for cities to attract talents with the help of the market has become an important topic in urban research and practice.By constructing a spatial general equilibrium model considering amenity and heterogeneous agents,and based on the matching data of urban POI and migrants,the paper uses conditional logistic regression method to theoretically explain and empirically test the first link of the new logic chain of urban development.The results show that: (1) the effect of urban amenities on talent attraction is significant; (2) the core mechanism is that urban amenities amplify the welfare bonus of labor; (3) the free and orderly flow of population between cities can better play the “talent-attracting” effect of urban amenities and improve the overall efficiency of talents spatial allocation.This shows that expanding the beneficiaries of amenity and eliminating the obstacles of talent flow between cities will help the city government to build a long-term mechanism to attract talents from the perspective of amenity.The paper provides theoretical support for optimizing talent policies,and providing empirical evidence for the new logic of urban development in the innovation era.
