Difficult Position and Theoretical Error of Collective Business Construction Land Market

  • It is the direction of reforming rural land property right system in our country in present and near-future periods for “same rights for same lands” and “equal rights for market” of collective business construction land and state-owned construction land. Without concrete definitions of the restriction of land-use, conditions for planning, and ways of land-use, it will be difficult to realize “same rights for same lands”, and also will exaggerate market mechanism’s function in forming “first-class market” of collective business construction land, resulting in the formation of land-rentier class. The deficiency of the discussion method in academic circle is thus reflected. The problems should be discussed not by abstract principles, but by going back to the reality, emphasizing the difference of land-use restriction, the conditions of planning, and ways of usage, as well as their possible serious consequence.
