Abstract: On the basis of reviewing the existing research and combining with the development experience of S county in northern Zhejiang Province,this paper puts forward the concept of local operation,in order to describe the new form of economic development behavior of county government in developed areas and its change logic.The local operation model characterized by “revitalized development” tries to emphasize such a regional development model: in the environment of increasingly fierce market competition and official competition,the competitive advantage of land as a single factor is no longer sustainable.In order to continuously improve the competitiveness of regional economic development,local governments try to systematically “revitalize” all factors (land,industry,environment and policy resources) under their jurisdiction within the framework provided by the upper policy system.This kind of local operation characterized by “revitalized development” represents an advanced regional development mode,in which county governments try to enhance the integrated efficiency and multiple goals of local development by strengthening integrated arrangement,planning,and governance.
