The “Local” Pattern and the Meaning of “World” of Borderland

Since the reform and opening-up, the opening-up of China’s inland frontier provinces has gone through three stages: at first, the opening-up of frontier provinces has taken on the form of " opening-up to the interior”. The geographical disadvantage of frontier provinces far from the coast has been enlarged infinitely. The knowledge elites of local society have reflected on the historical status of the opening-up of frontier provinces and put forward the following suggestions. Subsequently, the central government issued the strategy of opening up along the borderland. Local governments and social knowledge elites in border provinces fully recognized the advantages of the region in opening up to the outside world, and verified that the frontier had changed from " bag bottom” to " bag mouth” in opening up to the outside world from theoretical and practical levels. In addition to promoting local economic and social development, frontier provinces also serve peripheral diplomacy. Over the past 40 years, as the " place” of China, the frontier has always been the basic goal of the frontier's opening to the outside world. In the new era, as the frontier of China’s connection with the " world”, the opening-up of the frontier has been entrusted with the lofty mission of building a " community of human destiny”.
