Theoretical Interpretation and Practical Orientation of China’s Economy from High Speed Growth to High Quality Development in New EraRen Baoping
Abstract: At the 19th NPC, China reported that socialism with Chinese characteristics entered a new era. At the same time, it pointed out that China’s economy has shifted from a high-speed growth stage to a high-quality development stage in the new era. This judgment profoundly reveals that in the new stage, China’s economic development started with a Speed to China’s quality change. The staged characteristics of economic development in the new era are as follows: from the low-income stage to the middle-income stage, the constraints of resources and environmental conditions, the quantitative growth has shifted to the growth of quality and efficiency, and the reform has shifted from poverty to modernization. Entering a new era means that we must abandon the past quantitative economic development model and explore high-quality economic development. The quality of economic development is broader than the quality of economic growth and requires a high quality state. The practical guidance for high-quality development lies in improving the effectiveness of supply and achieving fair development, ecological civilization and human modernization. In the new era, our practice orientation of turning the economy from a high-speed growth stage to a high-quality development stage is that innovation has become the primary driving force, Through realizing scientific and regular development, we have turned to medium-and-high-speed growth, marched towards the mid-to-high-end structure and took the road of civilization development.
