Abstract
Language is the cultural symbols as well as communication tools. Many scholars in humanities and social sciences made a lot of studies in language. This article discusses several issues of misunderstanding of languages, the process of language dynamics, and the dual functions of languages in communication. Because mother tongue is a cultural career and group symbol, language policy has become a sensitive issue in many multiethnic states. “Language unification” and “language purification” appeared in the process of nationalist movement and “nation building” in many countries. It must be realized that a national language is necessary for cultural and political integration of a nation, and to learn the language which carries advanced knowledge and technology is a necessary condition for ethnic minorities to join the nation process of social progress and self-development.
