Self-reform Politics and Functional Separation of Power Theory
Abstract: Chinese modernization is the socialist modernization pursued under the leadership of the Communist Party of China(CPC),the modernization based on public ownership in the General Government dominance,the modernization of state-society cooperation,which is significantly different from the Western modernization based on market economy and dominated by social forces.However,Chinese modernization,due to its public ownership economic base and General Government dominance,suffers from centralized allocation of power,lack of social constraints on government,and weakened self-restraint,resulting in the modernization process that can be accompanied by high integrity risks.Based on this,the CPC proposes to continuously and deeply promote the self-reform,build a self-reform politics.In this regard,the construction of system is the top priority,and it is necessary to reasonably allocate the mechanisms of restraint and supervision,homogeneous supervision and heterogeneous supervision in the balance between efficiency and restraint,so as to guarantee the continuous development of Chinese modernization under the conditions of clean politics and prevent serious corruption from blocking the modernization process.
