摘要: 中国式现代化是中国共产党领导的社会主义现代化,也是广义政府主导的公有制基础上的现代化,还是国家与社会合作的现代化,与西方以市场经济为基础、社会力量主导的现代化具有显著差异。然而,中国式现代化因其公有制经济基础与政府的主导性,存在政府权力集中配置、社会对政府制约缺失、政府自我监督弱化等问题,导致现代化进程会伴随高廉政风险。基于此,中国共产党提出要持续深入推进党的自我革命,以党的自我革命引领政治体系的整体性变革,构建自我革命的政治形态。在这其中,自我革命政治制度的建设是重中之重,需要在效率与约束的权衡中合理配置制约机制与监督机制、同体监督机制与异体监督机制等,从而保障中国式现代化在清廉政治的条件下不断向前发展,防止严重的腐败问题阻断现代化进程。
Self-reform Politics and Functional Separation of Power Theory
Abstract: Chinese modernization is the socialist modernization pursued under the leadership of the Communist Party of China(CPC),the modernization based on public ownership in the General Government dominance,the modernization of state-society cooperation,which is significantly different from the Western modernization based on market economy and dominated by social forces.However,Chinese modernization,due to its public ownership economic base and General Government dominance,suffers from centralized allocation of power,lack of social constraints on government,and weakened self-restraint,resulting in the modernization process that can be accompanied by high integrity risks.Based on this,the CPC proposes to continuously and deeply promote the self-reform,build a self-reform politics.In this regard,the construction of system is the top priority,and it is necessary to reasonably allocate the mechanisms of restraint and supervision,homogeneous supervision and heterogeneous supervision in the balance between efficiency and restraint,so as to guarantee the continuous development of Chinese modernization under the conditions of clean politics and prevent serious corruption from blocking the modernization process.
