摘要: 区域发展政策作为资源配置的载体需要兼顾经济增长与环境质量协调发展,引导资源配置到生产率高且污染排放低的地区。然而鲜有文献从微观企业视角考察区域发展政策对经济增长与环境污染的影响,聚焦不同经济发展阶段下经济效应与环境效应的异质性及其机制的研究也较为匮乏。基于中国微观企业数据,可以系统评估开发区政策对经济增长与环境污染的影响。研究发现,开发区设立显著促进了经济增长,但也引致环境质量受损,企业工业增加值与化学需氧量排放量分别显著增加2.2%与8.5%。进一步研究表明,在经济发达地区实施的开发区政策能够较好兼顾经济增长与环境保护,而欠发达地区的经济增长却带来更多的污染排放从而引起环境不公平,机制分析显示较高的经济增长目标与宽松的环境规制是区域发展政策产生环境不公平的诱因。研究结果揭示出了区域经济不平衡引致环境不公平,这对于未来探索经济、环保、公平的可持续发展政策具有指导意义。
Economic Growth and Environmental Justice —— Evidence from China's Economic Zone Program
Abstract: Placebased policies should not only promote economic growth,but also pay attention to pursuing sustainable development and environmental protection,as required by the new development philosophy,and then allocate resources in areas with high productivity and low pollution emissions. However,fewer studies examine placebased policies' impact on economic growth and environmental pollution. In addition,studies on the heterogeneity of economic and environmental effects are relatively scarce. This paper employs the DifferenceinDifference (DID) strategy to systematically evaluate China's Economic Zones Program's effects on economic growth and environmental pollution based on matching the unique Pollution Emission of Chinese Industrial Firms dataset and the Annual Survey of Industrial Firms dataset. Our study proves that establishing zones has significantly boosted economic growth and damaged environmental quality. Additionally,research shows that the special zone program in developed regions can better balance economic growth and environmental protection,while underdeveloped regions bear more pollution emissions,which leads to environmental injustice. Furthermore,mechanism analysis shows that high economic growth targets and loose environmental regulations are why placebased policies result in environmental inequality. The results indicate that unbalanced regional economic development induces environmental injustice,which has important implications for formulating sustainable development policies.
