The Three Dimensions of Production Mechanism of National Governance Capacity

  • The main defect of the existing theory of national governance capability is that it does not clarify the specific differences among its concepts, sources and mechanisms, so it is essentially a static research perspective. This article attempts to use the academic resources of " nationalism” and " new nationalism” in the field of comparative politics to examine the national governance ability in the dynamic process of the national implementation of the goals. This paper holds that the national governance capacity, as a unique " potential” of the country, does not function naturally, and there are complicated production links and production mechanisms between dormant state and explicit release. In essence, they can be reduced to " organizational resources”, " value resources” and " material resources”. Under the combination and effect of the corresponding processing mechanisms, namely, the aggregation mechanism of the national structure, the legalization mechanism of the national action and the extension mechanism of the national organization, the three materials can be transformed into the explicit process of actual implementation efficiency. These resource elements, mechanisms and national governance capacity also constitute a clear relationship function.
