The Rule of Party-State and Rule of Law in Dual Logic

  • There have been the dual logic of centralization and decentralization in China’s social politics since the reform and opening up, which correspondingly shows characteristics of different governance focus and institutions between the rule of party-state and rule of law. Centralization logic tends to support the rule of party-state, while decentralization logic tends to promote the rule of law, in both of which exist tension as well as compatibility for the national governance. For a long period of time, the rule of party-state is still a guarantee of steady development of the country and an important lever to promote the construction of a modern country ruled by law due to the complexity and difficulty of China's reform.
