From Opening Resources to Basic Service: A New Viewpoint of Platform Supervision

Abstract
The digital economics researchers often neglected the force behind the factors of promoting production, i.e., the force that gathering man power to produce a great deal of commerce and the related data, which is analyzed through AI algorithm to be more automatic and efficient for production/commerce. Such a force comes from a continuously developed and generated " platform”. The author aims at discussing a general theory of the Internet platform (especially in Chinese context), and take resources, data, algorithm and basic service as the kernel elements in forming platform economy, and hope to have a deeper understanding of platform economy. Other than the resources, data and algorithm that discussed traditionally, this article tries to put the basic service of platform to an important status. It is the impetus for creation, as well as the important factor which influences the rules and supervision of managing Internet. The target of supervision is to give vitality to the whole economy. It relates to not only deducting burden for market body, but also promoting an orderly free flow of resources between platforms. Therefore, the emphasis of the future Internet supervision policy should be laid on promoting the orderly flow of resources and enhancing the ability of the basic service of platforms.
